Cannot create UPS account or use UPS

With changes made to PayPal I can no longer ship UPS. 

The error is "This User ID already exists.PayPal Shipping is not available. We apologize for the inconvenience." 

There is no option to change anything except for name/address and phone number when trying to set up a UPS account. 

I have no UPS accounts created directly with UPS. 

This has been going on for months. 

I've made many calls to PayPal and never gotten a suggestion except "drive down to UPS and ship it yourself". 

Is there anyone I contact at PayPal who might have an idea or at least care? Or, after 10 years, do I just give up on PayPal?

I've got a similar problem. Tried to sign up for the UPS account for the first time, went through the various steps only to get the error message:

"This User ID already exists.PayPal Shipping is not available. We apologize for the inconvenience."

Repeated the procedure, trying to pay close attention to what it was doing, but to no avail. I now have 3 confirmation emails from UPS with different UPS accounts.

Turns out the resolution is very simple. Put in a bogus, 555, phone number. The PayPal folks are aware of this and the resolution but aren't eager to share.

I have 9 UPS accounts now, but the bogus phone number worked.

I tried that, but it didn't help, any other ideas? Who should I contact? UPS or Paypal?
