Verified Bank Account Cannot Send to Another Verified Bank Account

I have skimmed through the first five pages of answers in this section, and I don't see any answers applicable to my situation.

 

I have a verified US bank account.  I verified it last month and sent a payment to my friend (who has had a verified US account for several years) for a personal loan.  This month, the option to send money via bank account was greyed-out, and the notice read:

 

Some payment methods are not available for this transaction.  This payment can only be funded with eCheck or credit card.  Learn More

 

Clicking on "Learn More" brings up a box with this:

If you decide to continue this transaction using a different funding source, please note that the associated risk levels have not been decreased.

 

I have no idea what might have changed in the last 30 days; I haven't used PayPal since that time, and the payments made to my friend have been small ($150.00 once per month this year).  I have had this PayPal account for many years, and my friend has had his for longer.  Are there any changes in policy I should know about?
