Can't pay eCheck

I'm unable to pay via eCheck, the only thing that shows up is Instant Transfer and Credit Card. I found out that a way to make it appear is to have balance in my Paypal account so I made a transfer from my bank account, but nothing changes. I tried deleting my credit cards and it says "An Authorization is Pending." But all of my transactions are said and done, there is no authorization. What is going on? I have contact Paypal about this and have not received a reply. Why are they making it so hard to make a purchasve via eCheck?
