Can I send money through paypal using "Bill me later"?

A man did a drawing for me, and I would like to pay him, after recent events I don't have the money right now. I would like to put a 120.00 USD on my paypal account using bill me later, and send it to him. Is there a way I can do this? Please help me.

And I forgot to say one last thing. He uses paypal. He wants me to send the money to his paypal account.
