paypal wont let me buy something i have enough for

i have 4.68 pounds in my paypal balance and im trying to buy something from a website for 4.63 tax included, yet it keeps on trying to make me add a credit/debit card? i have enough but it isnt working plz help

You won't be able to spend funds in your paypal balance if you have not verified your paypal account by adding a card first.
