Won't Let Me Transfer Money

I am attempting to transfer money from my paypal balance not my card or bank to someone however when I click continue I recieve this error:

We can’t send your payment at the moment. If you keep running into this issue, please contact PayPal.

Does anyone know how to fix this error?!

Do you have a bank account or card linked to your paypal account as well as funds in your balance?

Are the funds in your balance in the correct currency that the person receiving the payment can accept?
