Withdraw still pending

Hello!

I made a withdraw from my PayPal account to my credit card on the 13th of January, 2014.
The money has not yet arrived on my card.  And the status of the withdraw is still pending... Usually takes 2-3 days.. not more.. I have written 3 e-mails to PayPal, without any success. What are the possible further actions in such situation?

Do you have a UK PayPal Account?

If yes, PayPal does not allow withdrawals from your UK PayPal account balance to your credit or debit card.  Instead, you can withdraw funds to your UK Bank Account.

No, I dont have a UK PayPal Account. I'm from Romania.. Isn't my first withdraw.. Usually takes 2-3 day.. no more. I dont know what to do.
