I'm currently trying to send money to a friend which I owe. Since I currently don't have sufficient funds in my bank, I wanted to use my PayPal balance. However when I try to send money I'm told my payment was declined. When I begin the process, it does not provide the option to use my PayPal balance.
Try this > click on profile (cog next to log out) > payments in the blue band > scroll down to the prefered way to pay and click change next to online > put a dot next to your balance and see if that works.
