Unable to 'capture' 'pending' payment?

A customer recently paid me from the USA, but the payment is showing as an 'authorisation form'  which is 'pending' in my PayPal activity, and although I have tried to 'capture funds' and 'reauthorize' I just get a 'we can't do this at this time' message. Does this mean the sender has to authorise something at his end before I can have the money? What's worrying me is the 'authorisation expire date' is 23rd February.  I have emailed the buyer, not yet had a reply.

 

This is the first time I've encountered this, and I'm not sure what (if anything) i can do.
