U.S. Credit Card Mistaken for Foreign Currency

I'm running an event registration program in Constant Contact that's hooked to our PayPay account. One person trying to pay online is having his U.S. credit card denied when he attempts to make a payment. His credit card company says PayPal is indicating the card is foreign currency, which is why it's being rejected. This is the only instance of this problem, all other registrants are able to pay without a problem. This error occurs when he tries to pay with either the Pay Pal account function or the straight cc function. Any ideas how to fix this issue?

Well if they are paying you in the UK with a US card then it is foreign currency??

I guess. But the UK has nothing to do with this. The event is in St. Louis Missouri, and the credit card is from a credit union in St. Louis. This is the only time this has happeneed, everyone else that's registered has had no problem paying with their credit card.
