Payment "Completed" but recipient has not received money and money has not left account.

Every stage of the payment is supposedly "Completed" (Add Money from a Bank Account, Currency Conversion, Currency Conversion, Payment For) however, the recipient has not recieved the money, and it has not been taken from my bank account. I have recieved no communication from my bank or paypal saying that there has been a problem. So what's going on? I have heard that it can take a few days for the money to be taken from my account, but that the money should have been sent regardless (I have a debit card as backup).

Well, it seems the money finally left my account, and hopefully that means the recipient has also received it. I would still like to know why they did not receive it straight away though, considering that's how I understood it to work.
