PayPal Pay Now Button Not Working

When using the option Pay with Debit or Credit Card... the Pay Now button does not work. It jumps to the top of the page when clicked.

I tried on different browsers -- Chrome, IE and Firefox. The PayPal  "Pay Now" button does not work (when clicked, the page just returns/jumps to the top). This occurs when using the option "Pay with Debit or Credit Card"

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
