How i enable the masspay option in my account

Hi
I have sent many emails to paypal and no one reply to me.
PLEASE Some one answer me here .

I ask how to enable the masspay option in my account.
NOTE that my account is business and verified and
my Withdrawal is lifted.

SO PLEASE
1) how i enable the masspay option ?
2) could i use now the PayPal Masspay API ? because it is also good for me.

Welcome to our community page.

I am afraid mass payment is a feature that is no longer available to all PayPal accounts. It can only be used by accounts who have an Account Manager or who qualify for Business Support. If your PayPal account qualifies for Mass Payments, you will be contacted by PayPal. I apologise for any inconvenience that this may cause.

Thanks but what about using MassPay API , Could i use it now , i create the username, password and my signature , i test it but always give me failure i need to use that API option Please advise
