I was under the impression that Paypal did not allow known scammers to fleece their clientele. I am wrong.
For her birthday, my daughter asked for a reading from Jenna, the astrologer. I paid for the birthday gift and thought no more about it until my daughter reported that it is a load of crap. The whole reading is baloney.
On investigating Jenna, the astrologer, I find that she is a notorious scammer and is using Paypal to fleece all and sundry, especially kids and pensioners.
OK, I should have checked her out, but I am a busy person and thought it was a bit of fun for my child. Now I am disappointed in Paypal for allowing such a famous scammer to do business with them.
The money was paid to Sarl Atoll, which I assume is an agency for the scammer..
So be warned about astrologers on Paypal.

1. Paypal is a payment method, they don't select who you buy from.
2. There is no paypal protection for services on paypal.
3. Astrology is at the best a personal service and as such no one can say what is a scam and what is not.
I suggest you review who you buy from.
