hacker stole my accounts, hasnt tried anything with paypal but recently did

a couple of months ago i was hacked on my computer, the hacker took all of my accounts and it was really hard to get them all back taking over 2 months, i didnt realise he took my paypal account too, luckily on the day i was hacked / found out i removed the card with the acoount preventing him from stealing anything from my account, nothing had happened with the account since then until around 2 months ago i recieve a notification saying a random name which looked to be chinese had send me 20$ i think wow i wonder who sent me a 20$ and i get the notification a few times more by more what seemed to be chinese names so finally i look at my paypal account and i see another card on there and the balance at 80$ and then 100$ and then it was 0, the hacker had transferred the funds to a bank account and now the balance was 0 i think oh whatever thats fine and ignore it, then i see 5 or 6 claims against my account have shown up, i wonder hmm what is going on here, the hacker had opened / created a store and items in that store and these "people" had brought these items and opened claims against me and i pled my case and stated what happened and i won i believe 3 of the cases and now my balance is at -40$ i dont know what to do from here ive ignored it from some time but this morning i got a text from wescot saying my account is under management and ill be receiving more information later, i am unsure of what to do next please give suggestions below

Today I received a phone call from a Person speaking spanish accent, saying, the he was controlling paypal accounts. So he found (he said) an irregularity on my account, as there was a debit amount of 399 €, relating to a Bitcoin purchase - I never did. He said to cancel the payment request, but wanted to know further details on my account. For this reason I should start my computer and open googled - what I didn`t do, because this seemed to me quite doubtful. I asked him I would prefer to solve the issue by sending me a mai - so I had something written and a written codument. Asking this he stopped suddenly the call. As a reaction I changed immediately my password. Do I need to do more? - Obviously this was an attempted fraud, cannot imagine that paypal is calling customers in this way.
