account limitation any help

my account has been on limitation now for some time now i have been trying to get to paypal for some assistance but have no lucky i havent receive any replies on my email .i just made a purchase on a clothe site next thing i knnow its on limitation

My account is permanently limited as well. I've only ever used this account one time to make a bill payment over 2 weeks ago. It does not go against any user agreement or standards. I cannot get any assistance to resolve this either. If you happen to get anywhere with this issue could you please update.
