so any idea on the legality of paypal issuing this https://www.paypal.com/us/legalhub/upcoming-policies-full on july 24th and CLEARLY stating it does not go into effect until the date listed beneath....but then saying your continued use of paypal, its services ,binds you to them, and then chooses to activate these new in september limitations to begin today on your account only?
