Transfer of funds from a permanently limited account to another account

Hi PayPal community!

 

My PayPal story has turned into a bit of a horror story. I'm from South Africa and I have been using PayPal for years until last year when I decided to sell some musical equipment on Reverb.com. All went well and the buyers received their equipment without an issue. Yet, PayPal decided to permanently limit my account without any explanation, holding my proceeds from the sales for 180 days. In February of this year that 180 days had elapsed and I was from then allowed to withdraw my funds. When I tried to withdraw however, it turned out that I cannot withdraw via First National Bank (FNB) which is the only bank in South Africa which have a PayPal integration. The reason is that FNB does not allow withdrawal from a limited account. The only way is to transfer the funds to another PayPal account and withdraw from that account. So I started talking to the PayPal support line and since then I have tried to transfer my funds to 4 different PayPal accounts, belonging to friends and family, but each time I give the PayPal support a call they tell me that the PayPal account which I had specified is not eligible to receive the funds.

This has been such a mess with a list of issues such as them refusing my request since I have been accessing my PayPal via a VPN and then my request getting lost in the system and getting picked up by PayPal Philippines, who did not understand my issue and recommended that I withdraw using some Philippine bank.

Regardless of the history and the dozens of calls without any resolution, can someone help me to understand what I need to do?
What do I need to do to ensure that the PayPal account that I specify is "eligible to receive funds"? What magic words should I say to get this done ?

Previously I submitted a letter of authorization, my proof of address and the proof of address of the person owning the other PayPal account.

 

Is there any other way?
