Hi all. I received a notification from PayPal that someone sent me an invoice to make a payment of USD 500 for purchasing a anti virus software which I didn't make. Could I just leave it like that with out paying or how do I cancel or report this?

If you click on the "Decline" link, it goes to thedeas.ink. The website developer for PayPal needs to fix this.
This is NOT a phishing or spam message. I logged into my PayPal account on a web browser and this message was on there. I reported the requester as a fraud but that does not fix the bad link problem on the email generated by PayPal.

If its a spoof then NEVER USE ANY LINK OR ANY PHONE NUMBER.
Firstly if the email/text addressed you as ''Dear Member'' / ''Customer'' / ''Client'' OR your ''email address'' then that confirms its a spoof as paypal would address you by your full name eg Dear John Smith.
Secondly if there was a link OR attachment in that email/text to ''cancel'' any transaction or ''confirm'' any details then again it would be a spoof.
Also if they ask you to call the number in the email then it would be fake paypal agents trying to scam you for money to 'fix' something.
If there was a problem with your account Paypal would not ask you to click on an unsafe link in an email / download an attachment OR phone them on a number in an email, they would direct you to log in normally and go to the resolution or the message centre for more information.

I received a money request from someone I don't recognize. Should I click on decline/cancel or just ignore it? I would report it but there is no option to report it. Only to pay or cancel.

No its a fake / spoof. They send it to frighten you into calling that number and when you speak to the fake paypal agents they will try and hack your paypal account from information they ask from you OR tell you that you have to pay some money to cancel it or similar. Delete and ignore.

Thank you for the response. I had a feeling that was the case when I compared the phone number in the email to PayPal's and they didn't match.

I received an email from " Judson IT Associates" with an "invoice" saying I paid for a Kaspersky Antivirus package. Everything about it says "scam", but I want to know if they have access to my PayPal account. So far there is no activity on my account. But how do I report this BEFORE anything can happen? I haven't found any way to send a copy of that invoice to Paypal. Thanks!
