My Visa card was used by someone to create a paypal account and make payment

My Visa credit card was used by someone who created a paypal account and made a payment.
I received three authorization messaged from my bank when my card was used: two of them for the amount of 1usd (verification of credt card and transaction wihdrawal) and also a card spending message.
I don't use paypal and I had no paypal account but now I had to register one with my other visa card just in order to get some help from paypal support but even now I couldn't leave a message from my profile because there is simply no option for that.
Have you any idea what can I do?

You would need to file a chargeback via your card issuer and then cancel the card and get a new one?
