I got banned for the first payment

I registered my account to receive transfers from friends in the USA. For help in editing a video, a friend sent me money and I got blocked immediately. I attached a document - my Ukrainian passport, and in 10 minutes I get blocked forever. What is going on?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.

So editing a video is providing a service which unfortunately you are not allowed to do with your countries account.
