Denial letter from Synchrony Bank for a PayPal credit card that I didn’t apply for.

I have seen references to possible fraud through the application for a credit card through Synchrony Bank. Letter received by me from them notes a denial of that request. I did not apply for this card. The references dating back several years did not contain a statement from PayPal as to how or if these reports were investigated. Can anyone shed light on this? Thanks, in advance.
