Hi, I got a message saying that 'You can no longer use PayPal  ..., Reference Number: PP-L-304097370841  ' 
I am an honest businessman, my PayPal transaction almost has no disputes. all customers are satisfied with my products and service.

So please review your decisions to recover my Paypal account.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
