how i can solve account limitation issue

dear sir/madam i have an issue with my account. When i created my account got instantly blocked i provide all information correct.  when i created my paypal account requested me to share document id for verification. my account still limited why. i have shared my original docs with paypal. but my account showing limited. why. i request please suggest me about that what should i do. i am a real person. i have recieved message from paypal saying we ca'nt offer our service to you. After a review, we decided to permanently limit your account as we found potential risk associated with it. but there is no risk i am a real person i can show my another national id provided by indian goverment. thank you
