change country data regulation compliant

The change country option for PayPal is NOT GDPR compliant. Because I lose my data since PayPal tells user to close their account first and then open a new one. On top of this, PayPal cannot force me to switch banks etc. PayPal should be E.U. fined for this.

Paypal is not a bank, its a payment processor and ''country specific''.
