Why does paypal hold my money more than 18months? Is it illigal to do so?

My account has been limited since November 2019...to today it is actually two years on. At first I requested to downgrade my account to none business hence that was the reason it limited since. I have make several calls , requested and also up dated the information request from paypal, but so far there is not a single progress in this matter. I would like to have this matter resolve as soon as possible please beause I believe your company is hold my rightful money for too long. This time I have requested my new card detail but I cant go on to it to do so. Please help!

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Unfortunatly their facebook acount is a bot, so completly usless.

Same story for me. Holding over £1100. Have tried every available avenue with no sucess, apperently the will respond withi 5 days. That was 2 years ago now.
