I received a fraudulent charge on my account so I reported it and PayPal restricted my account until I am able to provide certain information, I was able to confirm everything else. But unfortunately, I do not have access to the card or its statements anymore, as they have been replaced a long time ago.

Clearly address the hardship that the account being restricted is causing you, and that it is necessary to have the account limitation lifted while you gather information or while you wait for PayPal to provide the documentation of the charge from their end, so you have the reasonable opportunity to contact the merchant directly for verifying information. Clearly state the fact that you are not responsible nor are you liable for fraudulent activity committed by a 3rd party. PAYPAL CAN REMOVE THE ACCOUNT LIMITATION IN THE MEAN TIME. THIS IS A FACT. As I just went through another wrongful account restriction for an ongoing fraudulent charge issue. This is the second time PayPal wrongfully restricted my account for their seemingly negligence for the last 4 months while I've been continuously given conflicting and at times blatantly false information for being continously charged by a company I have not had service with. That, or remove as much information as you can, and set up a new account with a different email address. They can remove the restriction without you making an immediate payment before you have had the reasonable opportunity to have the verification documentation in your physical possession.

You're welcome! You may have to call several times. I did, two days in a row for this most recent one(3 days in a row, actually, but the department I was transferred to was apparently closed on Sundays.) Then you may get told it can take 24 hours and "just try to log in once a day". I was finally able to log in to my account last night after 4 days since initiating contact. On the second day of contact, they were submitting "a request" to unlock. This is after a couple hours over the course of 3 or 4 calls. The 3rd day for this incident, "requests" were not an option. I still have not recieved the documentation requested, and should be in my inbox, weeks ago. Paypal was very dismissive over the course of the last several days everytime I mentioned that they are withholding this imperative documentation they claim proves I am responsible for the negative balance. Some representatives blatantly ignored my repeatedly addressing that they need to send it before the call can be ended. Apparently, they finally removed the fraudulent, negative balance after my last call, and prior to my being able to finally log in again last night. I've been addressing this negative balance directly with Paypal since June. Even though, it was confirmed to be fraudulent months ago, and despite multiple emails from me with evidence of this prior to most recent, wrongful closure. I apologize for the novel, I just want you to have realistic expectations for what you may have to deal and will be put through by Paypal support. They also limited one of the new accounts I was forced to set up as a result of their ongoing negligence. Be firm yet courteous, but if an agent behaves inappropriately, does not listen, is abuse, repeatedly cuts you off and talks over you, call back and file a factual complaint. This 'paper trail' will help protect you in the long wrong. Again, I apologize for the length, just be prepared. Your issue should be able to be resolved, and the negative balance removed if they cannot or will not provide the documentation they were sent directly from the company the charges originated with (if they did their due diligence the dispute process). Unfortunately, it just may take some time. Best of luck!
