Revoked account before it's even set up?

I logged into an account I have to finish setting it up. PayPal now tells me it's suspended and it's for good but I've never even finished setting it up! I have no transactions, no linked accounts, nothing.

I want to continue setting it up by linking my US checking account. How do I get it reinstated?
