I was sent money to my PayPal as goods and services but i refunded the money back, paypal ask for some verification of which i dont have because i dont do goods and services how can they uplift my limitations

You would still have to verify your account to accept payments.

Have you added and confirmed a bank account on your paypal account?

Or are paypal asking you to confirm identity.
