My Money still on hold for 200 plus days in permanently limited account

My Paypal account has been permanently deactivated 200+ days ago due to violation of user agreement. Paypal said the balance on hold will be available for withdrawal after 180 days. I have tried to contact their customer care, every time the robot say" customer service is offline now" . I mean any time i want to chat with the customer service agent , the robot reply that . In their message center , chatbot reply with automated message . what should i do? will they ever release hard-earned money? or is it normal that not releasing money after 180 days?

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
