I'm banned from PayPal and I have never used it

I have been revoked on using my PayPal and I have never used a merchant card or sold anything on any website but a linked business that I have no idea who they are are using my information to make a profit off of me to keep them from being identified , I have been locked out of my card that I have never used and now I am suppose to pay 479.00 dollars to someone that I have never text,used, contacted or know I have never used this card and I have it on me now but I'm not allowed to use the PayPal at all just review
