I am blocked as an user and I don't know why

Paypal informed me yesterday that I cannot deal with them anymore but I did not even start operationg? How can I go back to use Paypal, I really need it for my business e-commerce and I don't receive any further feedback from them on how to sort this out.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
