How do I resolve account limitation when the things Paypal is asking for are impossible to provide?

Paypal never informed me specifically about my account limitations, only that my balance was negative and I needed to bring it back to good standing. I received several emails about that. And I did bring my account back to good standing. But I have to assume the reason for the limitations is a transaction I simply never became aware of. It was reversed, and I was charged some fees. So the buyer got his money back. I paid the fees with the next sale to bring my account back.

Now that I've made a sale, I find out I can't access the money because of the same limitations. The two things I need to provide in order to just BEGIN Paypal's review process is photos of my DL, and proof of fulfillment.

My DL hasn't changed. Paypal has my SSN, EIN, DL, bank accounts. ALL have been verified. I have a business account, and everything is and has been legit. Recently verified all of it. I'm sick of constantly being forced to provide incredibly personal info to companies that CLEARLY don't care about protecting it.

I can't provide fulfillment on a transaction that was reversed.

The issue is entirely my fault. Just didn't pay attention. But now that I can't provide the things needed to life the restrictions, I also can't find a single reliable way to contact customer support for help. Try to send a message, the dingbat Paypal Assistant pops up and keeps offering me off-topic nonsense. Try to call, they're closed. Does Paypal.com close? Nope. So why would your customer support? Greed.

For YEARS I have been commenting about Paypal behaving like a bank, without being regulated like a bank. I'm sick of the constant, endless presumption that I am a terrorist, or engaged in scams having shown ZERO EVIDENCE of anything that Paypal uses to justify putting holds on people's money, and limitations on their accounts preventing access to their money. This problem is so bad that it's starting to make national news after countless reports of people having their accounts limited, then closed, then when they ask why Paypal tells them they need to get a lawyer to subpoena Paypal to tell the account holder why their account AND the money in it was taken away. And you call me a scammer?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
