Can I get my card recoved from a limited account now that I'm over 18?

So around a year? ago, I made the mistake of making a PayPal account without properly reading and understanding that the fact that I was underage would be an issue. Now that I am over 18, I now actually need to use PayPal for the side gig work I've started. When I tried to make a new account and add my debit card, I couldn't, since it was still attached to the previous banned account. I was wondering if the card could be removed from that account so that I can begin to use PayPal on a new account.

Firstly you would need to check with customer services that they will allow you to open a new account, as you broke their rules in opening a minor account then its not guaranteed, so check first before your new account is limited at well.

Secondly no, you can't remove anything from a permanently limited account to use on another new account unfortunately.
