If you have had a permanent limitation then the ban is on you, not just the account.
So you are not allowed to open any other paypal accounts and if you do then they would be limited as well.
You would need to resolve the limitation on the first account if its not permanent and if it is permanent then paypal would have sent you an email with information on when you can access the funds.
Advice is voluntary.
