Why my account is limiting - i can guess that the limitation from ebay - but ebay platform is already do not dealing with paypal - so why my account is limiting ?
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
