Account Limitation saying that I am not legal age, but I am over 18. What can I do?

I Have tried to verify my identity, but it will not allow me to. 

I received a message saying that my account has  permanent limitations because of age requirements. 

But I am over 18. What do I need to do? I have tried to call the support line but no answer.

The point may be were you 18 when you opened the paypal account?

If you were not then it would always be an illegally opened minor account regardless of what age you are now.
