Thank you for posting to the PayPal Sandbox Community. If you are requesting Reference Transactions for a sandbox account, we can activate it for you, if you provide the sandbox business account merchant id.
Here is how to get the sandbox merchant id
- Log into the developer dashboard at https://developer.paypal.com
- Click on Sandbox accounts
- Click the three dots to the right of the Business sandbox account
- Click View/Edit account
- The merchant id is listed under Account ID
We can enable products on sandbox accounts.
