Webhook Billing Subscriptions aren't sent for credit card only payments

Env: Sandbox.

When using Paypal account for subscription payments, I receive a BILLING.SUBSCRIPTION.ACTIVATED webhook, but not when I pay with a credit card only:

I just receive a BILLING.SUBSCRIPTION.CREATED and PAYMENT.SALE.COMPLETED.

I need BILLING.SUBSCRIPTION.ACTIVATED to process the subscription correctly, like I have when using a Paypal account.

Is it a bug from the Sandbox?

It seems to be a bug because I didn't have this problem afterward.
