i am facing the same issue.
This transaction cannot be processed. The merchant's account is not able to process transactions.(Transaction Error) something is wrong.
i was unable to make transaction by changing sandbox to pro. but now i am testing it on live and having same issue. dont know from where i can upgrade my account to pro if thats the issue.
Any help?

Please keep in mind that each country has different products available, so you may need to change this to your region.
