PayPal declined your request to accept recurring payments . What does this mean and what do i do?

I have a website and have paypal connected for clients to purchase with using paypal.

 

I received an email form the site i am with saying the following 

You’re currently unable to accept recurring payments with PayPal.

I do not have any subscriptions . 

 

are my clients still able to purchase through paypal and will i receive the money or is this in general? not subscribtions.

 

I have not received any notifications or emails from paypal and can not figure out why i got this messgae.

 

i have checked and everything is ok with the site it seems to be form paypals side.

Reference transactions (DEPRECATED) : To set up billing agreements and use reference transactions for recurring payments of varying amounts of money on a varying schedule.

 

Please refer the below guide link to integrate reference transactions.

For LIVE integration, I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/mt/smarthelp/home (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.
