Host name does not match server certificate for https://ipnpb.sandbox.paypal.com/cgi-bin/webscr

I am not properly receiving IPNs for the sandbox environment because the verifying the IPN fails when sending a verification request to 

https://ipnpb.sandbox.paypal.com/cgi-bin/webscr?cmd=_notify-validate

The error I am getting is 

hostname was not match with the server certificate

I also tried changing to www as suggested in this stackoverflow thread.
