Can't Get Auto-Return/Payment Data Transfer to Work

I have tried to activate Auto-Return for Web-Site Payments and nothing happens. I click the button to TURN ON and it says it's on, but then it won't allow me to turn on Payment Data Transfer. There's also no text box available to place a URL. What am I doing wrong? I can't seem to figure this out and it's very important in order for me to start business. Please help me.

Sorry to hear about the trouble with enabling Auto-Return. We can only provide general advice here. I recommend contacting PayPal customer service for assistance. To contact customer service, please click Contact at the bottom of the PayPal website for available options, or reach out by Facebook or Twitter.
