Thank you for posting to the PayPal Sandbox Community.
We are able to enable reference transactions for any sandbox business account, if you provide the sandbox merchant id.
If you need to enable reference transactions in your live merchant account, please contact PayPal Customer Service.
Only the customer service team has access to the tool to request reference transactions for live merchant accounts. It requires a back end team to review your account. If your account qualifies for reference transactions after being reviewed by a back end team, then it will be enabled on your account.
To request live reference transactions on your account, I would encourage you to continue work with my customer support team.
• Log in to your account at www.paypal.com.
• Click Help at the top of the page.
• Click Help Center at the bottom of the page.
• Scroll to the bottom and click "Contact Us"
• Choose "Message Us" at the bottom.
