PayPal checkout redirect problem

So, I have this issue for a while and also find this on other websites:
if I click my check out button linked to paypal, it will direct to the paypal login page, and after user logged in paypal it automatically redirects to the user's account page instead of the check out page, I have noticed that if user used the paypal in the same browser before (the user email show up in the paypal login page) and it will redirect to the checkout page. How can I force paypal to always redirect to the checkout page?
I am using server side Checkout python SDK
