How to fix the duplicated rule in Domestic Sales Tax table?

I am currently building my Domestic State Tax Table and have been having some issues during this process.

 

We added 9,741 entries into this table before the system notifying me that The new rule you have added is a duplicate. Please check your rule.” Is there a max number of entry's allowed into this table, if so how can we add all the zip codes needed for a complete tax table?

I do not have any of the Zip Codes in the tax table that it is complaining about, I can put in a Zip Code that is already there and the system notification of “Overwrite Confirmation – You already have an existing sales tax rate configured for this region. Do you want to override your existing sales tax rate with a new sales tax rate?” in this case I would expect this to happen.

 

Next I removed a range of Zip Codes out of the table and then tried to enter them as a Range vs Single. this also gave me the notification of The new rule you have added is a duplicate. Please check your rule.” even with those Zip Codes deleted from the table. Then, when I go to put the Zip Code back in as a single it gives me the same notification of The new rule you have added is a duplicate. Please check your rule.”
