1099K: Does shipping USPS via Paypal counts as a "transaction" towards the 200 limit?

I've got 162 transactions so far, and I'm being requested for TIN.

 

I'm wondering if using paypal to make shipping labels counts as a transaction towards the limit?  That would be rediculous, I use my paypal to make labels because it's easy and fast.
