why is my refund on temporary hold?

The funds had cleared from my bank long before the hold was put on so I e-mailed a snotty e-mail direct (something about theft and trading standards) and low and behold the funds weren't on hold anymore! Coincidence?

if that is the case, than why has the money left my account and i am still waiting for my refund?

In this digital age it shouldn't cost more than 2-3 days tops to clear between banks for normal customers. Escpecially when I was told by the Paypal helpdesk the merchant who didnt receive my order due to some system error but got my paypal-payment and kindly refunded a few hours after, was a customer at the same bank paypal is connected to, so I was told. Which means a refund-payment doesn't need to be negotiated between different banks, it should be instant. Or take a day or two at most. So Paypal is most likely holding on to funds from customers. To take interest or whatever.
What's this busisness model called the double-triple-quadruple or duodecuple(12 times)-over-your-customer-earning-model?
Paypal is really convenient but please don' t do this to your customers.

hi my refund is on hold and i understand why here is the thing that happen
i sent a 319 payment to impldoll and i had that cash on the primary debit card not the bank account but paypal used my bank account which only had 99 dollars and so i immediatly emailed the impldoll customer service group they refunded the payment and now its on hold my question is
how will this work if they would take 319 from my bank account and it had 99 that means it will be over drafted but by giving the 319 back that means everything will go back to normal and it will be as if nothing happened am i correct? i mean because i explained to impldoll and thats whythey refunded the money .. meaning that when the review is over i wont be overdrafted right ?
