how can i cancel the order

i paid for some items on 6th and wanted to make a gift for my little one. it said it will be dispatched within 3-4 working days. but 15th now. i still didnt receive anything. i sent e-mail to seller but no reply. i dont think i can use the items to make the gift now. it is too late. how can i cancel the order and get my money back. any help???/??

File for item not received via the resolution tab in your paypal account > put in what has happened and escalate the dispute to a claim when you can.

However if it was an ebay transaction do the same via ebay and escalate when they give you the option to a claim.
