seconded , loose the caps and the NOW attitude , plus if you dont have the id of your paypal account you cant do anything so go get that first .
Log in and see what the transaction status is . Raise a dispute , he cant just delete his paypal account so easily. I dont know who ioffer.com are . But if they are a legitimate platform then they will still hold this persons details so when you find someone to take this matter up they will have to divulge that to them. If Paypal wont act on your behalf , which if you claim is legitimate they will , perhaps then your bank will . But so far you have not given us nearly enough background and details to tell you much.
